Why this massive fundraising effort?

Vi, burdened by a hefty debt, is facing an uphill battle. This debt includes dues owed to the government for spectrum usage (over ₹1.3 trillion) and adjusted gross revenue (AGR) liabilities (₹65,000 crore).
